He/ She is using the Nova Launcher for the home screen. This setup was done on Huawei P30 lite ( this setup can be done with any android). All the widgets in these setup is made by himself/herself. They are made using the zooper widgets, the widgets links are down below. Zwart icons and Whicons are used for black and white icons.
Zooper widget is widget maker which existed in the good old days. It was taken down in the playstore because the developer for inactive, but you can get the zooper widget from some websites.
You can also do this with other launchers.
